                                                      FOREIGN MINISTER HOLDS DISCUSSIONS WITH LAOS

Foreign Minister Bob Carr today met with Lao Deputy Prime Minister and Foreign Minister Dr Thongloun Sisoulith during a three-day visit to Laos.
On his first visit to Laos as Foreign Minister, Senator Carr discussed with Dr Thongloun regional developments and Australia’s priorities on the United Nations Security Council, including action in response to North Korea’s recent nuclear test.
Senator Carr extended his congratulations on Laos’ recent accession to the World Trade Organization (WTO).
“We recognise the time and energy Laos has dedicated to joining the WTO and the economic reforms the Lao Government has undertaken,” Senator Carr said.
Senator Carr and Dr Thongloun also discussed Australia’s aid program in Laos, which focuses on education, trade and investment facilitation, health and rural development.
Senator Carr said Australia is providing around $48 million in aid to Laos in 2012-13, making it one of the largest bilateral donors.
“Australia has a longstanding commitment to supporting Laos’ development with assistance provided to the country for over 50 years.
“I was delighted today to announce our support for the second Trade Development Facility with Dr Thongloun.
“This initiative will help further streamline Laos’ trade regulatory framework, stimulate investment and generate employment and income opportunities for the Lao people,” Senator Carr said.
Senator Carr and Dr Thongloun also exchanged views on regional economic integration through the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) and the role of the East Asia Summit (EAS) in facilitating discussion on regional economic, political and security challenges.
Senator Carr’s visit follows Dr Thongloun’s visit to Australia in February 2012 for the 60th anniversary of diplomatic relations between Australia and Laos.
Senator Carr will also be meeting with Lao Prime Minister Thongsing Thammavong and Planning and Investment Minister Somdy Douangdy on February 20.
Talks will cover aid, human rights, Australian mining investment in Laos and the growing bilateral trade relationship, among other issues.
